Transboundary Movement —

Transboundary movement refers to the import or export of hazardous waste across national borders. It is regulated internationally under the Basel Convention, 1989 and domestically under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.

Real-life example

A foreign company wants to export used electronic waste to India for recycling. Under the 2016 Rules, this transboundary movement requires prior authorisation from the Ministry of Environment, Forest and Climate Change — import for disposal alone is prohibited outright.
