FACTS

Three employees — of the Oil and Natural Gas Commission, the Life Insurance Corporation of India, and the Industrial Finance Corporation of India respectively — were dismissed or removed from service allegedly in breach of the service regulations framed under their corporations' founding statutes, without being given a hearing. Various High Courts had granted them relief, and the matter reached the Supreme Court on whether these statutory corporations were "State" under Article 12.

Shetty (1979) and refined in Ajay Hasia (1981) and Pradeep Kumar Biswas (2002).
