FACTS

West Bengal filed suit against the Union under Article 131 (the Supreme Court's original jurisdiction over Union-State disputes), seeking a declaration that Parliament lacked the legislative competence to authorize compulsory acquisition of State-owned property. The dispute arose from the Coal Bearing Areas (Acquisition and Development) Act, 1957, which allowed the Union to acquire coal-bearing lands, including land vested in the State of West Bengal.
