FACTS

Three foreign nationals — Louis De Raedt, a Belgian resident in India since 1937, and B.E. Getter and his wife, Americans resident since 1948, all Christian missionaries — had lived in India on repeatedly renewed residential permits. An order dated 8 July 1987 refused further extension and directed them to leave by 31 July 1987. They challenged this, claiming they had acquired Indian domicile or citizenship, or, alternatively, a right to a hearing before expulsion.
